The Europe Region WAGGGS regularly provides advice on fundraising and information on the latest funding possibilities to its Member Organisations.

The Youth Programme


There are various sources of funding available at European level, for which Associations can apply to enable their members to take part in exchanges, a European voluntary service programme or organise projects or workshops with an European dimension.

The YOUTH Programme, which is organised by the Directorate of Education and Culture of the European Commission began in 2000, and is based on the experiences of the former Youth for Europe and European Voluntary Service programmes.

It is open to young people from 30 European countries and gives young people from the age of 15 upwards the chance to broaden their horizons and develop their sense of initiative through projects at home or abroad. It provides structured European co-operation between youth organisations, youth workers, project organisers and all other actors involved in the youth field.

Your Association can find out more information about the YOUTH Programme by contacting the National Agency in your country. The Agencies assist with the promotion and implementation of the Programme at national level. A special programme exists for countries from the Mediterranean. The Euro-Med Youth Programme gives 12 Mediterranean partner countries a privileged position in third-country co-operation in the youth field. Its aim is to facilitate the integration of young people into social and working life as well as to stimulate the democratisation of society in the Mediterranean partner countries.

National Co-ordinators based in the 12 partner countries facilitate implementation of this Programme.

The European Youth Foundation

The Council of Europe also supports work by youth organisations in the youth field through the European Youth Foundation (EYF) The EYF was set up in 1972, to encourage co-operation among young people in Europe by providing financial support to European youth activities which promote peace, understanding and co-operation in a spirit of respect for the Council of Europe's fundamental values such as human rights, democracy, tolerance and solidarity.

The EYF provides financial support to the following types of activities undertaken by non-governmental youth organisations or networks or by other non-governmental structures involved in areas of youth work and which are relevant to the Council of Europe's youth policies and work:

  • educational, social, cultural and humanitarian activities of a European character;
  • activities aiming at strengthening peace and co-operation in Europe;
  • activities designed to promote closer co-operation and better understanding among young people in Europe, particularly by developing the exchange of information;
  • activities intended to stimulate mutual aid in Europe and in the developing countries for cultural, educational and social purposes;
  • studies, research and documentation on youth matters.
The European Youth Foundation may support:
  • the organisation of international youth meetings (such as seminars, conferences, workshops, camps, festivals, etc);
  • carrying out studies or research projects on youth-related issues and the production of information and documentation on youth issues or other support materials such as exhibitions, audio-visual material, CD-ROMs, web-sites, the production of information and documentation on youth issues;
  • the administration of international non-governmental youth organisations and networks;
  • pilot projects which contribute to identified priority objectives of the Council of Europe youth policy.
